House Public Education Committee Hearing to Discuss TEA’s Implementation of HB 3 (86-R) and HB 22 (A-F Accountability, 85-R)

The House Public Education Committee will hold its’ first hearing of the interim session on Monday, October 28 at 11:00 a.m. to hear invited testimony relating to TEA’ implementation of HB 3 (86-R) and HB 22 (A-F Accountability, 85-R).

NOTE: TSA representatives have been invited to testify before the committee.

ACTION NEEDED: Commissioner proposes changes to substitute assessments for graduation in order to align state and federal assessment & accountability requirements.

Beginning in the 2020 accountability cycle, substitute assessments will not be included in state or federal accountability calculations.

One of the the proposed amendments would require students to take “an EOC assessment at least once for federal accountability purposes prior to being eligible to use a substitute assessment to meet graduation purposes.”

2020 State Accountability Development

TEA recently posted its’ 2020 State Accountability Update presentation. Accountability experts will want to carefully review slides 16 – 39 for important information regarding the 2020 accountability system.

Industry Based Certifications (IBC)

TEA announced last week that the “TSDS PEIMS Fall 2019–20 collection is an opportunity to “catch up” on reporting IBCs earned by students in prior school years that have not yet been reported to the Texas Education Agency (TEA).”

For the 2019–20 Fall Submission, IBC reporting will include:

IBCs earned by 2019 graduates using the 2019–20 IBC list for public school accountability (list of 244)
IBCs earned prior to the 2019–20 academic year for currently enrolled students while in grades 9–12 using the 2019–20 IBC list for public school accountability (list of 244)

The agency notes that this provides “additional information to Performance Reporting for use in the College, Career, and Military Readiness components of the academic accountability system.”
