TEA Requests Comments on Proposed ESSA Amendment

ICYMI…On December 19, TEA published a proposed ESSA amendment for public comment.

TEA’s proposed amendment requests will “adjust the Closing the Gaps domain graduation rate methodology used in the academic accountability system, as well as the methodology used to identify schools for support and improvement.” The proposed amendment is attached below and all public comments are due to TEA by January 18.

Members will recall that during our fall regional accountability meetings, TSA accountability experts identified specific issues regarding the Closing the Gaps (CTG) / ESSA domain and those issues were discussed in October and November with TEA, ATAC, and APAC, and discussed again with USDE officials during last month’s trip to Washington D.C. for the ESSA Turns 4 Summit.

The bottom line is… since the CTG / ESSA domain accounts for 30% of an overall accountability rating for campuses and districts, TEA’s proposed ESSA amendment is a big deal and we believe warrants further discussion from the TSA accountability experts.

TSA does not meet again until February, so please plan to join us on Friday, January 10, for a conference call to hear the details of what we learned from USDE officials, and most importantly to discuss TEA’s proposed ESSA amendment for feedback and comment.

There are three conference call options for Friday’s discussion: 9:00-10:00am, 10:30-11:30am, or 1:00-2:00pm. NOTE: we will send the call-in number to all TSA accountability experts on Thursday. We look forward to hearing from each TSA district.

2020 Accountability Development Update

TEA has posted all of the 2020 Accountability Development summaries and resource materials from the October and November ATAC and APAC meetings.

TSA accountability experts will want to review the November ATAC Meeting Summary document very closely for additional information from TEA regarding ESSA waivers and amendments. All of the 2020 Accountability Development documents maybe accessed here.
